UVCH264src in Windows

I'd like to use the uvch264src in WIndows. I stuck trying to find any
Windows-related materials.
Is it possible?

This element is a wrapper of v4l2src and makes Linux specific ioctl. I'm
effraid you'll need to find the windows equivalent of these uvc specific
calls and implement a new SRC element.
